Need:

The cost of medical care is rising at the same time that the percentage of people age 65 and older is increasing rapidly in Michigan and the rest of the country. Medicare Shared Savings Programs (MSSP) benefit both health care providers and health care recipients by delivering the right care at the right time while avoiding unnecessary services. The Physician Organization of Michigan Accountable Care Organization seeks to improve population health through coordinated high quality care at a lower cost for both the organization and the people it serves, with the goal of providing higher quality and more affordable care for Medicare recipients.

CHRT’s role:

CHRT is supporting the Physician Organization of Michigan Accountable Care Organization’s (POM ACO) strategic planning efforts by providing federal policy consulting services aimed at enhancing the organization’s (ACO) performance in the Medicare Shared Savings Program (MSSP). This six-month project involves a comprehensive analysis of federal regulations impacting MSSP and broader trends in Center for Medicare and Medicaid Innovation (CMMI) models. CHRT will deliver tailored recommendations to aid in the short and long-term sustainability planning efforts of the POM ACO leadership team.

This support includes a federal landscape analysis, beginning with a review of proposed changes to the Medicare Shared Savings Program (MSSP) in the 2025 Physician Fee Schedule. CHRT will assess the potential impacts on the ACO, summarize industry reactions, and create concise summary materials for POM ACO leaders to draft their CMS comment letter. Additionally, CHRT will evaluate broader trends in CMMI models that may affect future MSSP rulemaking, focusing on issues such as health equity adjustment factors, model overlap policies, primary care capitation, and specialist engagement strategies. The combined insights and recommendations from these analyses are intended to help POM ACO develop strategies to strengthen its MSSP performance.
