Michigan Medicaid managed long-term services and supports: Phase IV

Need:

Managed Long-Term Services and Supports (MLTSS) is the delivery of medical care, long-term care, and in some instances, behavioral health care by a Medicaid managed care organization. The Michigan Department of Health and Human Services (MDHHS) has been exploring a state MLTSS program for several years. To date, CHRT has helped the state by reviewing MLTSS programs and best practices across the country and comprehensive quality measures across programs, gathering insights and input from organizations and consumers, identifying program-specific and global opportunities for improvement within the LTSS system, and developing a continuum of model options for the expansion of MLTSS in Michigan.

CHRT’s role:

In Phase IV of this work, CHRT is updating prior research and applying it to bridge the current Medicaid managed programs (MI Health Link and MI Choice) and future efforts. This includes collaborating with MDHHS staff to identify and develop MI Health Link program enhancements and providing updated research on national trends with dual special needs plans (D-SNPs), conflict-free options counseling, comprehensive assessments, person-centered planning processes, and integrated care management processes. CHRT, with other state partners, is developing detailed recommendations, synthesizing best practices, creating supporting materials, and conducting stakeholder surveys and engagement activities
